A considerable part of large agricultural enterprises of the republic is in a critical financial position, insolvency gets or has steady characteristic. One of effective instruments of financial improvement is leasing of the enterprises as property complexes.The article considers a promising organizational and economic model for the creation and effective functioning of farms on the basis of unprofitable and insolvent enterprises.
The key tendencies of foreign trade of Belarus, the geographical and commodity structure of exports of agricultural raw materials and food are considered in the article. Government policy documents and identified key priorities for export potential, which are considered in them are analyzed. The conditions for supporting the export of agricultural goods and food in the context of interstate cooperation due to the formation of the EEU were studied. It has been determined that compliance with these conditions will contribute to the balance, sustainability and effectiveness of the realization of export potential of agricultural and food products of the Republic of Belarus.
The theoretical foundations of resource saving, current deficiencies in the organizational and economic mechanism for resource saving in the Republic of Belarus are considered in the article. Methodological approaches for determining the actual and regulatory material consumption levels of agricultural products are developed and ways to improve the organizational and economic provision for efficient resource saving in the Republic of Belarus are suggested.
The package of measures and actions for efficiency and competitiveness increase of production of corn grain in the Republic of Belarus is offered in the article which includes the complex analysis of the key productive and economic indicators of cultivation of corn on grain in the Republic of Belarus; the system analysis of dynamics of the major organizational and economic and technology factors of corn on grain cultivation; comparative assessment of the major organizational and economic and technology factors of corn on grain cultivation in a section of regions; justification of standard criteria and thresholds of effective cultivation of corn on grain.

The goal, objectives, indicators and algorithm of the methodology for evaluating effectiveness of agrochemical support of agricultural producers on the basis of transactions are presented in the article. The main stages of transactions effectiveness, including assessment supply and demand, the calculation of transaction costs, the rationale for the expediency of the transaction, the choice of the most profitable option are determed. Methodological principles are formulated and the need to use dynamic indicators of the economic efficiency of transactions is justified.
The agriculture of the Republic of Belarus has a number of features that must be considered determining the strategic directions of development. The key feature is the quality of the agricultural products that highly dependent on the observance of scientific agricultural technologies and also requires material support. In such conditions, the problem of food security ensuring is complex, the decisive importance in the solution of which belongs to science and technology development. In this regard, the article provides a brief analysis of Agro-Industrial Complex state of the Republic of Belarus, the main threats that may be exacerbated in the future, and also made recommendations for overcoming them are identified.
The tools to ensure the strengthening of the national agro-food system are systematized in the article. The objective necessities to create end-to-end food cooperative and integrative cluster structures were actualized. Then the model of agro-food cluster formation was offered. As a result, the factors that contribute and hinder the formation of clusters were identified, as well as the priorities of their development for the following product groups: milk and dairy products; meat and meat products; grain and bread products.
