The study is dedicated to the analysis of planning in large-scale agroindustrial production as a key factor for sustainable development. Based on the systematization of theoretical approaches to planning levels (strategic, tactical, operational), a seven-level model is proposed that integrates traditional methods and digital tools (such as digital twins). Using the example of the Republic of Belarus, the article analyzes business planning practices, financing structures, and the impact of government support on the efficiency of agricultural organizations. Systemic challenges are identified, including an outdated regulatory framework, the high labor intensity of the planning process, and associated risks. Recommendations are developed for optimizing credit policies, restructuring debts, and implementing digital solutions.
The main factors influencing the formation and development of the investment mechanism for the participation of domestic producers in international and regional cooperative production and distribution chains have been studied and grouped; the most important criteria determining the integration investment potential have been analysed and systematized; existing investment mechanisms for the participation of domestic producers in international and regional cooperative production and distribution chains have been studied.
The factors determining the effective development of domestic agricultural production under current economic conditions have been studied and systematized. Favorable and adverse factors influencing the development of large-scale production have been identified, as well as specific features that directly affect not only efficiency but also the organization of the production process itself. The main directions for improving the efficiency and competitiveness of agricultural production have been substantiated at both the regional and enterprise levels.
The issue of reforming unprofitable, persistently insolvent agricultural organizations has been a constant focus of state agricultural policy since the early 1990s. Along with financial restructuring measures, various models and mechanisms for regulating property and other relations are used, aimed at preserving and ensuring the effective operation of these organizations.
Based on a generalization of practical experience, the article presents a step-by-step algorithm for restoring the solvency of low-performing agricultural organizations.
The dynamics of the dairy farming industry development, regional aspects, the achieved level of production and the conditions for its formation are considered. A methodological approach for developing a decision-support matrix for managerial decisions in the industry is proposed and tested. Digital solutions currently used in the industry's development have been studied and systematized, along with their advantages. A matrix of digital technologies in animal husbandry has been developed, the main functions of the modules in technological processes within a digital farm management system are reviewed, measures for managing production processes in the industry are proposed, taking into account the level of technical equipment.
In this article, cooperative integrated structures in Agro-Industrial Complex are presented from the standpoint of synergetic theory. This form of entrepreneurial relations has significant advantages over individual organizations and represents a well-established system of relationships between enterprises along the «supply – production – distribution of agricultural products» chain, which allows for the minimization of risks and has a positive impact on the economic growth of the Republic of Belarus.
The results of studies of the existing environmental aspects of agricultural land use in the Republic of Belarus as a whole and in the context of administrative districts are presented. The main negative factors associated with the use of agricultural lands are identified, the indicators characterizing the territories of the studied areas in terms of anthropogenic loads and environmental sustainability to them are determined. A rating assessment of the areas in the context of regions according to the considered environmental criteria is performed, as well as their grouping by land use efficiency.

An analysis was conducted and the factors contributing to the generation of food loss and waste were systematized. Particular attention was given to the impact of these factors at various stages of the supply chain – from agricultural raw materials to final products. International experience and key measures aimed at reducing the scale of food loss and waste were examined in the context of the sustainability of production and distribution chains.

The specific features of forming competitive strategies for business entities in the meat and meat products market have been identified. Promising directions for the development of domestic meat industry enterprises, relevant under current conditions, have been determined.
The results of study of modern features and mechanisms of innovation in the dairy industry are presented, taking into account the experience of the world’s leading manufacturers. The directions of innovative development of the dairy processing sector in the world that are relevant in modern conditions have been identified. The features and key mechanisms of innovation activities of global dairy companies are identified using the example of Danone, FrieslandCampina and Yili in the context of their development strategies. The main directions for using foreign experience and practice in the field of development and implementation of innovations in the dairy industry in relation to the conditions of the Republic of Belarus have been established.
The results of research conducted in the field of quality management of agricultural production in agricultural organizations and multi-sector agro-industrial cooperative-integrated structures of the Republic of Belarus are presented. General indicators of soil quality that affect the qualitative parameters of crop production are systematized, and a model has been developed to show the relationship between the evaluative parameters of the productive capacity of the utilized land resources and the quality of the resulting products.
A retrospective analysis of the development of global trade in agroindustrial products is presented, including an assessment of value and volume parameters, structural shifts, price dynamics, key competitors and consumers, as well as challenges and threats in current conditions. The results obtained will help improve the efficiency of the national export potential in the agri-food sector through comprehensive synergy and consideration of all key external factors influencing its development.
The terminology framework of the lean production concept is analyzed. The main chronological stages of cost accounting methods and cost calculation approaches are identified. Special attention is given to the analysis of cost accounting methods in the implementation of lean production. A refined definition of lean production in the context of agriculture is provided.
The research results are presented in the form of directions for the digitalization of infrastructure within the B2B and B2C systems. This includes a diagram of interconnections between the digital market and e-commerce, an assessment of marketplaces, and a comparative analysis of methods for promoting and selling fruit and vegetable products under digitalization conditions. A list of priority modules for a digital platform focused on the distribution of such products is identified, and groups of principles for the infrastructure development of the food distribution system in the context of agribusiness digitalization have been developed.
The theoretical foundations of the concept of «potential» are examined, and the author proposes a definition of «agricultural potential». A structural differentiation of the categories «regional potential», «agricultural potential», «production potential», «agro-industrial potential», and «agro-industrial potential of rural areas» is presented. The agro-industrial potential is characterized at all levels of the national economy. Particular attention is given to the use of the Ishikawa diagram for analyzing cause-and-effect relationships affecting the development of the agro-industrial potential of rural areas.
The results of the study on the current remuneration system in agricultural organizations are presented, problems and contradictions are identified, approaches, tools and mechanisms for improvement are proposed.
The results of the study can be used to implement the activities of the Industry program for personnel provision of agro-industrial complex organizations «Personnel 2021–2025», the Concept of personnel policy in organizations of the Agro-Industrial Complex of the Vitebsk Region for 2020–2030, updating the Set of measures to improve the efficiency of career guidance work, attracting applicants for training in agricultural specialties (qualifications) and retaining personnel in agricultural organizations for 2023–2025.
Based on the study of international experience, the approaches and specific features of staff professional development within multi-sectoral cooperative-integrated structures are outlined in the context of establishing fundamental conditions for ensuring the quality of produced goods. Priority measures and development directions in this area have been identified.
A detailed analysis of the technical equipment and level of operation of the machinery and tractor fleet of agricultural producers was carried out, and the main directions for improving the agricultural leasing system by attracting commercial structures to finance leasing transactions and further developing the secondary equipment market were determined.
A methodology for selecting the innovative component of a cluster using criteria of feasibility and economic efficiency is presented. It is proposed that the selection of innovative projects be carried out based on solving a combinatorial optimization problem for managing the cluster structure under a given resource plan.
The main directions for the development of the controlling system in integrated structures are proposed, taking into account current trends. Using the example of innovative clusters, a model for monitoring the effectiveness of their functioning has been developed, as well as a model of information interaction between the participants of the association, highlighting the potential of digital tools to ensure its optimal functioning.
The categories of the investment attraction mechanism in Agro-Industrial Complex have been identified and systematized. The set of fundamental principles that determine the development of an effective mechanism for stimulating investment has been reviewed and structured. The key factors influencing the functioning of the investment attraction mechanism at the level of agricultural business entities have been studied and grouped. It has been established that a comprehensive mechanism for attracting investment resources, which supports the sustainable development of business entities, must be implemented using an integrated approach namely, as a combination of its core components. An algorithm for attracting investment resources at the level of individual agricultural enterprises has been developed. Measures to stimulate investment have been proposed, categorized by key sources.
Taking into account the norms of the legislation of the Republic of Belarus, individual aspects of the formation of information on business risks in the accounting and reporting system are given. Attention is focused on the problem of completeness of information support.
Open access and protection of intellectual property rights are studied as elements of stimulating innovation and scientific progress (existing models of open access, their impact on the scientific community, mechanisms for ensuring the protection of the rights of authors and researchers, and their legal and regulatory frameworks).
A schematic diagram of automated forecasting, monitoring and control of the parameters of effective development of livestock complexes has been developed, as well as an algorithm for generating resource efficiency indicators for building digital control of production processes. The following projects have been implemented: a unified electronic web resource «Cattle Feeding Ration Calculator», an electronic document «Farm Budget» and a mobile application «Mobile Farm».
