The important results of applied research on the innovative development of agro-towns and agricultural organizations are not used in practice. It impedes the implementation of overdue changes in the field of industrial relations. The reasons for the inhibition of these works commercialization of science are in the field of knowledge and training theory. In this regard, proposals and scientific recommendations on the formation of scientific potential among the staff of government bodies and organizations of Agro- Industrial Complex have been developed.
The methodological approaches to production and economic potential assessment and its effectiveness assessment of the regions of the republic are described in the article. All elements of the production and economic potential of plant-growing industry of agricultural organizations of the Ministry of Agriculture and Food of the Republic of Belarus have been valued. The efficiency criteria of production and economic potential use on revenues from sale of plant growing products are justified.
The analysis of denationalization processes has revealed the features of their manifestation in the procedure of financial restructuring of agricultural and other organizations. At all stages, denationalization refers to the transfer from the state to individuals and legal entities partially or completely (including through privatization) of the direct management functions of economic entities. Privatization – the acquisition by individuals and legal entities of ownership rights to objects belonging to the state.
The creation of institutional tools for the functioning of Agro-Industrial Complex is a basic condition for the formation of a multi-layered economy, the development of public-private partnerships, entrepreneurship and small and medium-sized businesses. The article deals with the theoretical aspects of the formation of the institutional environment, system and models of agricultural production organization in order to ensure sustainable economic growth.
Within the framework of dividing the functions of the state as a regulator and owner, it is interesting to optimize the structure of state assets by management levels. In agriculture it is necessary to offer enterprises as property complexes of unprofitable, insolvent state organizations, shares in organizations with state participation, in the amount of up to 50 % of the authorized fund, for priority sale. The terms of such a sale must be linked to the requirements for the development of these organizations, including investment, modernization of production facilities and the creation of new jobs.
Theoretical and methodological approaches to determining the essence and structure of the category «productive-economic potential» and the classification of its type are summarized and analyzed in the articles.
The foreign organization experience of effective cooperative and integration associations is explored in the article. It was noted that the organization of these associations which exists in almost all developed countries of the world is very applicable for the Republic of Belarus during the period of market relations, and it is stressed that the positive point is that there are options for choosing forms of economic management taking into account the conditions, interests and opportunities of agricultural products.
The analysis of food consumption quality in the Republic of Belarus is presented in the article. Based on the results of the annual monitoring of national food security, the structure of food consumption by the population in terms of chemical composition and calorific value of food was assessed. The main inconsistencies in the diet of the Belarusians with the principles of healthy nutrition have been identified in comparison with actual data and WHO recommendations.
The analysis of exporters and importers of honey in the context of the main producing countries is presented, the features of the functioning and development of the beekeeping industry in the countries of the European Union, China, USA, Canada are revealed.
The principles, approaches and methods of forecasting scientific calculations, the logic forecasting, as well as the sequence of their implementation are presented in the article. It has been determined that the goal of foreign trade forecasting in the agri-food sector is to justify its potential state, which is aimed at enhancing exports, optimizing imports, as well as ensuring the country food security mainly through domestic production.
The results of the methodology and practice analysis of sustainable functioning ensuring of the agri-food complex and agriculture abroad, as well as the possibility of their application in the conditions of the Republic of Belarus are presented in the article. The European Union is an integration association of states with different potential and efficiency level of the agricultural sector, implementing a single policy and strategy based on a balanced combination of market mechanisms, free competition and government regulation at all levels of economy and the United States – as a state with a developed system of support for agriculture and the consumer market, a high level of cooperation and integration in the value chain.
The current conditions for the formation of material and monetary costs in the production of agricultural products in the Republic of Belarus are considered in the article. The main factors that affect the value of material and monetary costs in the production of crop and livestock products are identified.
The stages of the formation mechanism of state support in the United States, including product-specific are substantiated in the article. The effectiveness of their use support in different conditions of agricultural functioning is evaluated. Based on the results, directions for improving the system of measures of state support for national farmers are proposed.
Labour productivity factors are identified, the content and form of their manifestation is disclosed, approaches to evaluation are analyzed and their features are identified. It has been established that measuring the productivity of only living labour does not provide a fully integrated assessment of this indicator. In this regard, the question of finding methods and indicators for measuring productivity of both living and materialized labour is relevant.
Effective recommendations to improve the competitiveness of agricultural machinery enterprises are presented on the example of the largest producer of combine harvesters in the Republic of Belarus.
The directions of management system improvement of agricultural organizations in the Republic of Belarus, based on the development of the Agricultural Extension Service (AES) and the digitalization of regional governance structures in this branch is discussed in the article. The classification of AES subjects and an assessment of their condition in the republic is given. The tasks of digital transformation of regional management of agribusiness in the Republic of Belarus are defined, and the experience of implementing this process in the Russian Federation is analyzed.
The structure, goals and objectives of the business community in the poultry industry of the Republic of Belarus are given. The advantages of the industry, modern problems of its development are shown. The great importance for efficiency increase of interaction between science, business and the state is the system of technology transfer as one of the most important areas of scientific and technical policy. A scheme has been developed for the interaction of the main participants in the technology transfer in organizing its process in relation to the domestic poultry industry. A number of tools and directions are proposed in the context for attracting investment mechanism in the development of the poultry industry, including within the framework of the Eurasian Economic Union.
The main approaches to investment activity assessment of business entities and in the dynamics for 2016–2018 are studied in the article. The average tendency to invest in agricultural producers of Belarus in the context of regions is analyzed. Indicators of investment and innovation activity assessment in Agro-Industrial Complex are presented and the possibilities of their application are indicated. In dynamics for 2014– 2018 the most important indicators of innovative activity in the food industry of Belarus are investigated, including in comparison with the EAEU countries, the main problems and directions for solving them are identified.
The dynamics of state support share in Belarus and the countries of the European Union, as well as the structure of the agricultural sector obligations of the country is analyzed in the article. Based on the conducted research, the level of state support that will not allow increasing the share of overdue obligations in agriculture has been determined, while the directions of state support have been identified in order to differentiate it in accordance with the WTO obligations.
